Abstract
While road users are responsible for their own behavior, it is the task of government, along with other stakeholders, to create the conditions to reduce risks. This will only happen, if societies accept that road traffic injuries take an enormous toll on individuals, families, communities and national economies; and they must at the same time, believe that something can be done to improve road safety and are willing to invest in preventing road crashes.
